Presentation of Maximilien de NEVE de RODEN
Maximilien de Nève started his career as Manager of oil palm plantations in
Colombia. From 1981 to 1988, he held the positions of Plantation Manager and
DG Development for Unilever Group (Coordination) in the Solomon Islands and
the Democratic Republic of Congo.
As Executive Director of JVL from 1990 to 2008, he managed various projects in
the fields of animal health, animal identification and registration and ago-food
product quality and traceability.
Besides his activities as Executive Director, he also reintroduced a hardy ovine
breed in Belgium to better manage pastures in general and national parks in
particular. He is a member of the Rare Breeds Survival Trust (U.K.) and the
Belgian Nature Reserve Association.
In May 2008, Maximilien joined JVL Consulting as Business Manager and has
been an Independent Consultant since January 2009.
Presentation of Markus BRUNNER
Markus Brunner is a veterinary doctor with a worldwide experience, and is expert in the field of veterinary Border Inspection Posts (VBIPs). He is currently deputy chief of the import export department and responsible for approval of the Belgian VBIPs, as well as responsible for the RASFF contact point and the TRACES system. Furthermore, he is representative for Belgium in the EC council and commission legal working groups of the new hygiene regulations, the import rules and the new food-law (178/2002/EC). He has acquired a widespread knowledge and practical experience in various relevant aspects such as: VBIP EC legislation, procedures and operations, preparation of ToRs, Technical Specifications of VBIP equipment (in accordance with EC Procurement Procedures), and EU BIP outline design and planning.
Presentation of Pascal TORDEUR
Born in 1961, Pascal Tordeur acquired a master degree in geological and mineralogical sciences (University of Louvain) and a M.Sc. in hydrology (Universities of Louvain, Brussels and Liège).
Immediately after his studies, Pascal started to work at SHER for several development projects. Between 1987 and 2001, his responsibilities increased continuously in various offices of the company. From 1987 to 1995 he was project manager and later representative in Burundi, between 1995 and 1998 representative in Rwanda, 1998 - 2000 in Haiti. Pascal finally worked for SHER in Morocco (2000-2001). After 14 years spent abroad, Pascal returned to SHER head office of the company in 2001. He presently occupies the position of Project Director and he is member of the board of the company.
In May 2008, when SHER and J. VAN LANCKER Company created the company JVL Consulting, Pascal took the position of Managing director and member of the board.
Paul GATIN
Born in 1957, Paul Gatin holds a master degree in geological and mineralogical sciences of the University of Louvain and a M.Sc. in hydrology (Universities of Louvain, Brussels and Liège).
Paul started his career in 1982 in the company AIDR (International Rural Development Association). During 3 years in Burundi, he worked for the company as hydro-geologist, head of the rural hydraulic department and finally as director of the local office in Bujumbura.
Paul took part in the foundation of the SHER Ingénieurs-Conseils s.a. in 1985, when AIDR was closed down. He was the Representative of SHER in Burundi during 10 years, before his return to the head office in Brussels in 1995. Since 1996, he occupies the following posts: Chairman of the board, Managing director and Sales manager.
In May 2008, when SHER and J. VAN LANCKER Company created the company JVL Consulting, Paul took the position of Chairman of the board.
Presentation of Bruno DETIENNE
Born in 1961, Bruno obtained a master degree in economic sciences and high school teaching in commercial sciences at the University of Louvain.
Bruno joined SHER directly after his studies in September 1985 when the company was founded. He is in charge of accountancy and finances, and for 20 years he has carried out several short term assignments per year as economist and project manager in about 20 primarily African and Asian countries.
Since 1996, he is Financial and Administrative Director of SHER. Bruno is member of the board of the company.
In May 2008, when SHER and J. VAN LANCKER Company created the company JVL Consulting, Bruno took the position of member of the board.
Présentation de Yves WISSOCQ
Yves Wissocq launched his career at PETROFINA s.a., a multinational oil
company in Belgium. Born and raised in Africa, he joined the International
Breeding Centre in Ethiopia, Africa (CIPEA) where he worked as an agroeconomist
for two years and developed a scientific research program on bovine
trypanosomiasis. In this context, numerous research projects and programs were
designed in relations to stock production in infested African zones, control of the
tsetse fly and general epidemiology. He built strong relationships with numerous
African countries, political and scientific organizations and funders and
participated in the main international meetings on breeding development policies
and the drafting of numerous scientific articles. In 1984, Yves Wissocq integrated
the J. VAN LANCKER Company in Congo. In addition to his role as Executive
Director of agro-industrial activities, stock production and agricultural goods
processing, he also identified numerous agricultural, breeding, animal health
protection and stock production rural development projects. He has been
participating in the activities of JVL Consulting since 1996 and became Manager
in 1998. He has been an Administrator at JVL Consulting since May 2008.
Présentation of Fabiana QUADU
Fabiana graduated from the Haute Ecole Charlemagne Gembloux-Huy-Verviers
in 1997 with a diploma in Industrial Engineering and a specialization in Tropical
Agronomy. She then immediately launched her career at the Jules VAN
VANCKER Company, which now operates under the name JVL Consulting.
At JVL, Fabiana was mainly in charge of all aspects related to the coordination
and completion of offers. She also participated in numerous missions involving
the design and evaluation of breeding and animal health development projects
for the European Union and Belgian Technical Cooperation in Niger, Burkina
Faso, Mali, Senegal and Gambia. She also got involved in the development of
activities linked to stock and essential oil production for JVL Congo in the
Democratic Republic of Congo.
In May 2008, Fabiana joined JVL Consulting as Project Leader.
Presentation of Vijay PANDEY
Dr. Pandley specializes in Veterinary Medicine and Zootechnics and has an MSc
in Radiobiology from Brussels Free University as well as numerous other diplomas and certificates in the fields of virology, mycology, statistics applied to
epidemiology and operational methods applied to medicine and human health.
Dr. Pandey has more than 30 years of professional experience in the field of
animal health in Africa.
From 1973 to 1976, Dr. Pandey successively held the positions of Professor and
Head of the Parasitology and Epidemiology Department and Vice-Rector of the
Veterinary Medicine Faculty at the National University of Zaire. From 1976 to
1981, he was Professor and Expert FAO grade 5 at the Hassan II Agronomy and
Veterinary Medicine Institute in Rabat, Morocco. He was then Professor and
Head of the Paraclinical Veterinary Studies Department at the Veterinary
Sciences Faculty of the University of Zimbabwe in Harare from 1984 to 1990.
From 1990 to 2000, Dr. Pandey joined the Institute of Tropical Medicine in
Antwerp as Senior Researcher, Professor and MSc and PhD. Coordinator. Dr.
Pandey has 255 scientific publications to his name and numerous contributions
towards the drafting of chapters in various science books on epidemiology,
virology and parasitology.
Since 2000, Dr. Pandey has led numerous missions involving the design and
evaluation of multidisciplinary research programs, mainly for the European
Union, DG Research, and as a Permanent Technical Advisor for JVL, he took
part in numerous technical support missions in the field of epidemio-surveillance
and the improvement of laboratory diagnostic techniques.
Presentation of Leon van de WERVE
Léon van de Werve graduated from the Haute Ecole Charlemagne Gembloux-
Huy-Verviers with a diploma in Industrial Engineering and a specialization in
Tropical Agronomy. He was Director at Grelka (Compagnie des Grands Elevages
de Katongola) in Katanga in the Democratic Republic of Congo, for 10 years
before joining JVL Congo in 1989 as Breeding Director and JVL Brussels as
Technical Advisor and Consultant.
From 1989 to 2005, Léon van de Werve was responsible for the technical
management of JVL breedings, 45,000 N’Dama cattle heads and 110,000
hectares of signal grass.
He also acted as Consultant for various funders and led numerous missions
related to the technical support of animal health and breeding development
projects in Western and Central Africa.
Léon van de Werve has been a Permanent Technical Advisor at JVL since 2005
and at JVL Consulting since May 2008.
Presentation of Klaus HUEBL
JVL Consulting Permanent Adviser and highly experienced veterinary senior expert, he has gained more than 40 years of professional experience in implementation and management of animal health related services, including veterinary border inspection (BIP), EU BIPs legislation and procedures. Dr. Klaus Huebl has a very in-depth knowledge of veterinary border inspection issues in Western Europe as well as in Eastern Europe countries. He carried out numerous missions related to BIP and veterinary inspection issues in Croatia, Poland, Bosnia & Herzegovina, Albania, Slovak Republic. Moreover, he has ample experience in EU/CARDS/EAR funded projects cycle management and procedures, Monitoring & Evaluation and budgeting.
Presentation of Professor Antoine VERHUSLT
Professor Verhulst is a Doctor in Veterinary Medicine and Zootechnics and has
gained an international reputation thanks to his recognized skills in the
identification, design, follow-up and evaluation of breeding development projects
in Africa.
Besides his position as Permanent Technical Advisor with J.V.L. Consulting for
the past 27 years, Doctor A. Verhulst also acted as Mission Leader responsible
for the identification, design and evaluation of numerous major national and
regional breeding development programs.
Head and Professor of the Tropical Zootechnics Department at the Institute of
Tropical Medicine in Antwerp since 1971, he led numerous missions in the
specific fields of stock production and the improvement of animal health and
nutrition in rural villages in support of professional breeding organizations in
Northern Africa (Morocco, Algeria, Tunisia, Mauritania), Western and Central Africa (Burkina Faso, Guinea, Equatorial Guinea, Ivory Coast, Togo, Benin,

J.V.L. Consulting Permanent Adviser, Dr. Rob de Rooij is a highly experienced senior veterinary expert. He has gained more than 30 years of professional experience in prevention and control of transmissible animal diseases and zoonotic diseases as well as in strengthening of veterinary services in animal diseases control.
Dr. Rob de Rooij has a very in-depth knowledge in building capacity of the veterinary services and diagnostic laboratories in epidemio-surveillance and diagnostic methods and materials/equipments in Middle East, Western and Eastern Europe and Africa.
He carried out numerous missions related to epidemiological control in Jordan, Israel, Egypt, Palestinian Authority, Bulgaria, Latvia, Hungary, Macedonia, Kosovo, Serbia, Romania, Moldova, Ukraine and The Netherlands. Dr. Semra GURBUZ
PhD Veterinarian.
Born in 1963, Semra has a Veterinary diploma and PhD in Food Hygiene and Technology (Ankara University, Turkey). Also she has attended a series of epidemiology courses in Turkey and Germany.
She worked as a civil servant for 20 years at Ministry of Agriculture of Turkey. She has great experience in epidemiology (surveillance, monitoring and contingency planning for animal diseases) and food safety subjects besides EU legislation, staff trainings and preparation, management and evaluation of projects.
Dr Gurbuz joined JVL-C in January 2008 as a National Consultant on Disease Control and Epidemiology for Technical Assistance of Rabies Disease Control Project in Turkey, in charge with collecting and analysing data and assisting of the implementation of oral vaccination, mass dog vaccination, trainings and other project activities..
Presentation of Berhanu BEDANE
Berhanu Bedane is a long term technical assistant employed by JVL-C in consortium with CIRAD as a livestock information expert for the Promotion of Regional Integration (PRINT) Livestock Project, implemented by the Southern African Development Community (SADC) and financed by the European Union. The Project focuses on establishing a socio-economic and technical information management system for animal production, animal health and livestock marketing and trade for the 15 Member States of SADC and the Secretariat based in Gaborone, Botswana.
Berhanu Bedane is an Ethiopian national trained as veterinarian and specialised in Epidemiology, disease control and information management/GIS. He has worked as state veterinarian in different capacities in different parts of Ethiopia, including as Epidemiologist at the headquarters of the Veterinary Department. As a consultant, he has worked for the last 11 years for the FAO, UNICEF, African Union, Inter-African Bureau for Animal Resources, European Union in several African countries and in Pakistan mainly in areas of disease surveillance and control, tsetse and trypanosomosis risk mapping, setting up information systems, training.

Dr.Winfried Mueller
Date of birth: 15 March 1938
Specialist,with 25 years of experience in the field of rabies.
20 years of rabies research in German government laboratory, attached to WHO Collaborating Centre for Rabies Surveillance and Research.
Development of method of oral vaccination of foxes against rabies, and its organization to introduce it in Germany and other European countries (amongst others in Italy,Czech Republic,Hungary,Poland,Latvia).
Editor of Rabies Bulletin Europe (1983-2003).
Prior to rabies work, assignments in 5 countries with different tasks for altogether 18 years: in Kenia as District Veterinary Officer, in Jordan for the general strengthening of the veterinary services, in Botswana in the laboratory for rabies diagnostic and partly rabies research, in Iraq for veterinary and managerial work of a large cattle farm (2000 animals), in Myanmar (at that time Burma) as Microbiologist and Project Manager for WHO, Geneva, at the Rodent Control Demonstration Unit for work on plague.
Presently,Team Leader in a TA project on the control of rabies disease in Turkey.
Presentation of Gerard OOSTERWIJK
Current position: training advisor in Promotion of Regional Integration in the Southern African Development Community (SADC) of the Livestock Sector (PRINT Project; funded by European Union, based in Botswana).
Main duties: to implement the Regional Training Program and to support the establishment of the Livestock Information Management System (LIMS).
1) I have over 24 years experiences in livestock and rural development projects with 15 years in Africa and 9 years in Asia, as : a) an agricultural volunteer in Kenya, b) associate expert with two FAO funded livestock projects in Thailand and Zambia, c) training & privatization expert in a Dutch funded livestock project in Kenya, d) training expert in two EU funded livestock projects in Laos and in Botswana/SADC and e) project manager in two rural development projects funded by INGOs (in Kenya with ONV-Netherlands and in Sudan with Save the Children).
2) My duties changed from technical aspects of livestock and rural development towards more project management like Project Cycle Management and innovative Networking with other organizations. In addition, my interest and skills grew from livestock & agriculture production to sustainable livelihood development, rural agribusiness development and market access & food security.
3) I did my BSc in agricultural science and my MSc in ?Management of Agricultural Knowledge Systems? (sound mix of agricultural education, extension and local knowledge).
4) Training and participatory extension have always been a key duty in all my previous employments (e.g. community-based activities). I am co-author of several livestock training manuals of which some are ISBN registered and can be viewed on the FAO web-site (see my CV).

Born in 1957, Dirk VAN AKEN graduated as Doctor in Veterinary Medicine at the University of Gent in 1981. He holds degrees in Tropical and Subtropical Animal Health and Production (1982) and Master of Science (1992) from the Institute of Tropical Medicine in Antwerp. In 2004 he was accepted as Diplomate of the European Veterinary Parasitology College.
Dirk has 26 years of professional experience overseas. In 1982 he started working in integrated rural development for an NGO in Southern India (1982-1984). From 1984 to 1989 he worked for the Belgian Government at the University of Peradeniya in Sri Lanka training veterinary undergraduates and conducting research in epidemiology of diseases in cattle and small ruminants. In 1990 he started working as project leader at the University of the Philippines at Los Banos in a cooperation project with the University of Gent concentrating on swine pathology, until 1993. From 1993 to 1998 he completed two more projects as team leader for the University of Gent, in Luzon and in Mindanao, on the subjects of epidemiology of parasitic and bacterial diseases in cattle and viral diseases in swine. In 1998 he became Team Leader and Co-Director of the European Union Livestock Project in Lao PDR on Strengthening Livestock Services and Extension Activities, and completed this project in 2004. From 2005 to present he is the Team Leader and Senior Livestock Adviser of the European Union Livestock Programme in Cambodia on Smallholder Livestock Production.
Presentation of Begüm BOSKIRLI

I was born on 30.07.1981, in Ankara, Turkey. After graduation from Bilkent University Department of Translation and Interpretation (English-French-Turkish) in 2003, I started to work in the EU-funded projects at the Ministry of Agriculture and Rural Affairs of the Republic of Turkey as interpreter and translator, specializing in animal health and food safety issues. The EU-funded projects that I have been involved as full-time interpreter till present are EU Twinning Project TR02/IB/AG/01 on ?Support for the Alignment of Turkey with the EU Veterinary Acquis? (Nov.2003-Oct.2005) and EU Twinning Project TR 04/IB/AG/02 on ?Restructuring and Strengthening of the Food Safety and Control System in Turkey? (Apr.2006-Nov.2007). Apart from these, I took part in the World Health Organization Mediterranean Zoonosis Control Program as interpreter and worked for FAO during the Avian Influenza crisis in Turkey in 2006. Since December 2007, I have been working for the Consortium JVL-PLS-VLA in the TR 503/06/001 Technical Assistance for Control of Rabies Disease in Turkey Project as Office Manager, Interpreter and Translator.
